Pakistan Rolls Out Digital BISP Payments for 2025: What Beneficiaries Need to Know

The government has launched a new digital payment system for the Benazir Income Support Programme (BISP) in 2025, promising faster, safer, and more transparent cash transfers for low-income families across Pakistan.

For millions of women enrolled under the BISP Kafaalat initiative, this marks a major shift: no more long queues at payment centers, no more deductions by middlemen—funds are now transferred directly into secure digital accounts.

How the New Digital System Works

Beneficiaries will now receive their quarterly Rs. 13,500 installment directly into a digital account linked to their CNIC. The money can be withdrawn through:

  • HBL Konnect agents, located in towns and villages across Pakistan
  • ATMs of partner banks, such as HBL and Bank Alfalah
  • BISP payment centers, in areas where banking access is limited

Each transaction is tracked electronically, reducing the chances of fraud or mismanagement. According to BISP officials, biometric verification ensures that only the rightful recipient can access the funds.

Registering for Digital Payments

To start receiving payments digitally in 2025, beneficiaries must:

  1. Verify eligibility via the 8171 Dynamic Survey at a BISP tehsil office.
  2. Ensure their CNIC is valid and registered in their name.
  3. Open a digital account—either at an HBL Konnect shop, during a BISP registration drive, or through partner banks.
  4. Complete biometric verification using their CNIC and thumb impression.
  5. Wait for SMS confirmation, after which the account becomes active for payments.

This process is designed to be simple, even for women without prior banking experience.

Checking Payment Status

Beneficiaries can check their status in two ways:

  • SMS: Send CNIC number to 8171
  • Web Portal: Visit 8171.pass.gov.pk and enter CNIC details

This quick verification helps families know exactly when their installment is available.

Who Qualifies for 2025 Payments?

Eligibility remains focused on women heading low-income households. Key requirements include:

  • A valid CNIC
  • Registration in the 8171 Dynamic Survey
  • Belonging to a low-income family verified through NSER data

Those drawing a government salary or pension, as well as male household heads, are not eligible.

Withdrawal Options and Security Tips

For convenience, withdrawals can be made at HBL Konnect outlets or ATMs using biometric verification. Beneficiaries are advised to:

  • Always use their own CNIC for withdrawals
  • Keep their registered SIM active for payment alerts
  • Never share PINs or OTPs with anyone

If an ATM runs out of cash or fails to process, another designated branch can be used, or the beneficiary can contact the BISP helpline (8171).

Deadlines for Collection

Payments are being disbursed in phases across districts. According to BISP, beneficiaries must withdraw their funds within 30–45 days of release. For example, payments issued in September 2025 must be collected before the end of October. Unclaimed funds are returned to the system and reissued later, potentially delaying support.
